Should I let a couple come if they didn't rsvp and said they were too busy before?

I asked them two weeks before the cutoff date and they said they were too busy to rsvp and so I asked them to just let us know asap. Now over two weeks later they have decided they want to come? I have already submitted final numbers to all of my suppliers

This answer is your choice. 
If you would like them to be there to celebrate your special day you will need to contact all your suppliers and give them an update on your guest list and update your payments on each supplier that is required.

Dear Bride

It really depends on how much you want this couple at your wedding.  Are they close friends or family?  Last minute RSVPs can completely throw all your arrangements out especially if you are having a sit down wedding reception.  If it is cocktail then it is easier, but I would be guided by your gut.  Suppliers can usually top up for another two.

This is up totally up to you. 

If you really want them at your wedding then you can definately add them as it wont cause to much of an issue if you have just provided final numbers, however you want to make sure that they are committed as once you change this a make payment this is not something you can get back.
