There are certain legal aspects of a wedding which must be adhered to. First you must give 1 months notice to the celebrant who is performing your ceremony.
Yes there has to be a "ceremony" of sorts. You must have 2 witnesses to hear your legal vows. These people do not have to know you but they must be over the age of 18.
Then the celebrant must say who they are, that they are a celebrant authorised by law to marry you, then the monitum is said. This states what the marriage act is.
The vows between you both are the legal vows that ensure you are married and you are aware of what marriage means.
Then the legal documents can be signed and witnessed. There are 2 marriage certificates to be signed, these are the official ones to go to Births, Deaths and Marriages then you and your witnesses sign the legal Commemorative Certificate that you keep. This wouldn't be suitable as legal proof of marriage you would have to apply for the official one from BDM. Your celebrant can do this and the time frame (in NSW) is between 7-10 days.
