As father of the groom I agreed to pay for the cost of an open bar at rate of $30/person for 150

The number of people has now decreased to 115- what should I do ?

Every venue is different and has different terms, these terms will have a cut off date for change of numbers. The problem I have when I hear about things like this is that the beverages, in general, will not be wasted if the attendance dips (it will not end up in the bin, unlike food that has been prepared). If you have given enough time for the venue to adjust its roster for the staff then I would think they would only charge you the $30 x 115 guests and possibly a cancellation fee of x% of $30 x 35 guests. We wouldnt charge the full amount in cases like this but would charge something if we had costs that could have been avoided.

Our venue is a do it yourself venue we don't have a per head bar 

cost as guests bring their own drinks

we also have an association with the Settlers Arms Inn

we also have a maximum of 100 guests

It all depends on what you can comfortably afford. You didn't agree to the dollar to contirbute a  dollar amount you agreed to a spend per person so if the numbers have decreased so does your contribution. Unless you can still comfortably afford the $4500. Hope that helps.

Was there a minimum spend bar tab that was applicable for the wedding reception? If so then that minimum amount would be payable, however if it was 'open' and no minimum spend then I would pay the $30 per person as agreed.

depending on when the venue wanted your final numbers if it is after the cut off date then you have to pay for 150 if before then you should only have to pay for the 115
