Decorators and stylist are generally the same thing, some will also offer flower arranging depending on their expertise. Wedding decorators/stylists offer different levels of styling, it will depend on whether you already have strong ideas on what you want the day to look like and need someone to help execute your vision or you have no idea and want someone to create the event from scratch.
