Not normally, but most cake suppliers hire stands and very often, the venue will have a stand that you can use for your cake.

Cake stands can usually be hired by your cake decorator. Keep in mind that not all cake decorators have stands to hire - but stands are not hard to come by. I have a few here in my shop or I can organise to find something that suits your needs.
In regards to toppers, your cake decorator should be able to source a topper for you - weather it be custom made or a standard topper. This is usually added to your cake account, and for you to keep afterwards. I have a wonderful supplier of Acylic Cake toppers.

Dear Luci, many thanks for your query/email. I certainly can lend you a cake stand and have about 5-6 to choose from. I don't have any cake toppers to borrow, these are usually either given to me by the bridal couple or I get these made to the specification of the couple getting married. Hi Luci, Cake stands are usually supplied by the bride & groom however we are more than happy to loan our wooden boards or cake stands & you return them after. Cake toppers are usually bought by the bride & groom as often they want to keep them for nostalgia.

Cake stands can definitely be provided at a small rental fee, and at your request. We can either arrange collection the next day, or will provide you will a prepaid box to be dropped off at Australia post (how convenient!). In regards to cake toppers, our design team custom design each topper as part of our service, so it's definitely yours to keep!

Generally no they don't.
Naturally your cake comes on a cake board. Stands may be hired from your cake maker or your theming company will possible have one that will match your theme.
Cake toppers are either supplied by the bride/groom or your cake maker cake may order one in for you. They are for the bride/groom as a little keepsake.

Wedding cakes only come on a board usually covered in icing and most brides buy their own cake topper which they then get to keep. I hire cake stands out and can arrange the purchase of a cake topper which would be included in the overall price ??

Hi Luci , Congratulations on your upcoming wedding . Usually a cake stand is an added extra . The wedding cake is placed on a covered board . Some couples prefer no stands . I do offer a stand depending on the style of the cake . I do ask for a bond which is returned on the return of the Stand .
