The wonderful thing about having a civil ceremony officiated by a civil celebrant, means you have the flexibility to craft your ceremony the way you like it. This means you can include different components/people into the service. This should help you keep everyone happy and ensure your day is filled with lasting memories for everyone. I beleive my couples should have the day they have always dreamed of and I always do my best to create a ceremony that is perfect

The authorised celebrant needs to take charge of the legal documentation which includes the signing of the Official Certificate of Marriage on your wedding day and ensure the legal aspects of the ceremony are conducted as they should be, such as the legal vows where the couple, stating their full names ask the "persons here present to witness that I .............. take you ........... to be my lawful.................."
At some part in the ceremony (preferably earlier) I would identify myself, and say the Monitum which must be said during the proceedings.
The other parts of the ceremony may be conducted by the person chosen to basically 'MC' the wedding, this includes parts such as the Asking, the Ring vows, the Declaration "I pronounce you............." and the final introduction of the couple as Mr & Mrs/Mr&Mr/Mrs & Mrs or preferred new title.
My favourite is ligting a candle at the start if your ceremony, I have lanterns which I provide. A lantern is place on the signing table, either the couple or a family member comes up and lights the candle. On the front of the lantern I have the words BECAUSE SOMEONE WE LOVE IS IN HEAVEN THERE'S A LITTLE BIT OF HEAVEN AT OUR WEDDING.
Another idea is to pop a photo or a balloon on a chair in remberance of your loved one.
Absolutely the same legal requirements apply regardless of citizenship. You will need passports, birth certificates, a Notice of Intended Marriage (NOIM), completed which will be valid for not more than 18 months and not less than one calander month from signing the form infront of a registered authorized commonwealth marriage celebrant.
