Hi there,
No you're not really obligated to invite someone to the wedding just because they were at your engagement party. There are many reasons to invite someone to one event and not the other. For instance, if you have aquantences at the engagement party but not the wedding, your excuse if asked is that you're just keeping the wedding as family etc. and you are limited by the receptionand can't have more than x amount of guests.

Engagement parties are generally cheaper to host compared to a wedding, so it's more than okay not to invite someone to the wedding who was there at the engagement party. Venues generally have a maximum capacity so you can always blame it on that :)
The best thing to do would be to chat to mutual friends or family members who know this person so they can help you make the right call.
