What are good budget catering options?

Grazing tables fall within your budget however this would not include drinks. A grazing table suits for a cocktail style wedding which you can always add other options such as canapes. 

A good budget for quality catering will depend on the complexibilty of the menu and service style ..

For example, a cocktail style reception including 8 courses will start at $55 pp + wait staff.

A more formal sit down - 3 course with canapes (pre-dinner) will cost you approximately $75 pp + wait staff (including crockery/cutlery)

The latest budget option "In Vogue" are shared plates for entree and main meal.  Desserts are served individually. Represents saving of around 20%.

I would suggest cocktail.  A period of hot & cold canapes followed by something more substantial (fish & chips, curry etc) & then dessert canapes. These can all be comfortably eaten whilst standing up & add a more social element to your event & can all be easily fitted into your budget of $100 per head.
