Music is the couple's responsibilty. If you want live musicians, you hire them. If you have recorded music, you have two options as to how it is played: Some venues have their own music player and will take you CD/MP3/iPod/iPhone/whatever. Not every celebrant has a PA (criminal). Many celebrants do have a PA, but not all PA systems can enable music devices to connect to them.
When you find a celebrant with a PA that takes external input (I am one),c you mmust realise that your celebrant can't be in two places at once. You need to provide an intelligent person to handle the music, a person who appreciates the value of the equipment they are working with.

The choice of music is made by the bride and groom. The celebrant may be able to provide recorded music or suggest live options but the celebrant may not be able to provide this option. There is no obligation for the celebrant to provide the music though.

I have always asked the bride and groom to nominate a guest to run the arrival music, the signing music and the departure music through my PA plugged into their iphone or other device. I provide an aux port and cable for that use. Music is a very generational thing and should speak to the couple and their generation.
My role as a celebrant is clearly to ensure all the legal requirememnts are met and to ensure the smooth running of the ceremony. To me that is far more important than the distraction of trying to juggle music and the volume as well as picking the right tune for the occassion. It has never met with any resistance and there is always a guest who will be proud to do the music.
