Australian celebrants can certainly conduct a ceremony in Bali; however, this will be what is called a commitment ceremony.
Australian couples who marry overseas typically have a 'Legals Only' wedding in Australia first, which only requires the celebrant plus two witnesses. Then they have the ceremony of their dreams in the overseas location. This is because Australian marriage celebrants are only authorised to marry people in Australia.
Often, the same celebrant is happy to do the legals-only as well as the overseas ceremony.
Alternatively, couples can marry overseas, using a local celebrant and following the legal requirements of that country, and this marriage will be recognised in Australia as long as it also fulfils Australian legal requirements.
