I've been quoted cheap prices (1500) and expensive prices (5500). does it mean the photographer is better if their price is higher?

Price should be something to consider, but don't be put off by cheaper photographers either.
As many can bring very good quality, service and skills.
I like tp put myself on a pedstool as a photographer.
I try work in with my clients and do afforable prices starting from $999.
Around $3,000 for a full shoot all day and all night.
Pretty much - yes! A combination of all or most the following IMO - better photography, more experienced (can handle different situations, lighting etc), better equipment (and yes I know that doesn't make them a better photographer - but there is a good reason why we buy the best equipment), more reliable / dependable, more professional.
For me I'd get a feel for their work, their professionalism along with whether the venue / celebrant / florist etc knows them and can vouch for not only their work but the person too.

Ive charged people lower prices and have won awards studied and been in the industry for over 15 years Ive photographed in huge venues high security places and vip clients , been granted backstage passes to important venues I am a curator of a worldwide photography group with over 500,000 members both proffessionals and amatures I was approched by them because of my skill only 5 % of people get asked this. I have been named next leading photographer of australia I was approched by a proffessional one day and it was suggested my prices were not the correct prices because of the quality of work I produce .My exsperience requires me to produce excellent work a not so exsperienced photographer may not be able to do this , the more you do things the more you learn the more skill you have. i do believe you may get a pleasing shot from a not so skilled photographer but I also believe that it will not be as the same high standard of someone who has more skills lighting design skills composition skills etc these take a long time and a lot of hard work to require and i think charging prices according to the quality of work that is produced is universal
