Well, it's certainly possible for your father to officiate the Wedding. There is a legal requirement that must be stated by the actual celebrant during the ceremony, and all the paperwork must be filled out with the celebrant.
The cost would depend on whether you want the Celebrant to write the ceremony for your Father to read, there are still necessary meeting you need to have with the Celebrant to fill out legal paperwork, and to talk you through what will need to happen legally.
Either way, the Celebrant is still putting in relatively the same amount of hours work, except for the script - however if you want the ceremony to flow well, you will still need to work with the Celebrant to plan what your Father is going to do.
I would say that the Celebrant's fee would most likely be the same, or very similar.
