Do I cut the top tier or bottom tier of my wedding cake?

Hi, I have two questions in one. First of all, when cutting the cake, are we supposed to cut the top tier or the bottom tier? Secondly, which leg should the garter go on?

A Little Cake Place

It is common to cut into the bottom tier of a wedding cake as this tier is often served on the evening. As many couples like to keep the top tier for their 1 year anniversary, cutting into it will affect the freshness of the cake.
