Yes. Generally it is rude. However this would depend on the relationship between the invited guest and the marrying couple. Close relatives for example should override such requests. However I do understand some people might feel awkward about accepting and enjoying a reception costing the hosts up to $200.00 per head or more without bringing anything in the form of a gift.
